Ministry of Justice refuses to remove former Novosibirsk City Council deputy's "foreign agent" status over protest against recycling fee

Former Novosibirsk City Council deputy Svetlana Kaverzina asked to be removed from Russia's register of "foreign agents," arguing that she had not received any support, including financial assistance, from foreign sources over the past year. The Ministry of Justice reviewed her request between late April and late May but ultimately rejected it.

According to the ministry, reposts of content by other "foreign agents," including journalist Yuri Dud and the media outlets Astra and Agentstvo, constituted "foreign influence." Officials also classified Kaverzina's participation in a protest against an increase in the vehicle recycling fee in October 2025, as well as opinion posts, including criticism of Russia's "foreign agent" law, as political activity.


Svetlana Kaverzina was designated a "foreign agent" in March 2024. According to the former city councillor, the designation was initiated by Dmitry Savelyev, a State Duma deputy representing Novosibirsk Oblast. Kaverzina chose to remain in Russia and continues to live in Novosibirsk.
