Acting Governor Alexander Khinshtein of Kursk Oblast has imposed disciplinary action on Alexey Karnaushko, the Acting Minister for the Restoration and Development of Border Areas, after his comment to the state news agency TASS. Khinshtein also required Karnaushko to submit an explanatory note regarding his statement, as announced during a regional government session on January 27.

In his January 23 comment to TASS, Alexander Karnaushko, the Acting Minister for the Restoration and Development of Border Areas, estimated the damage from Ukrainian army incursion at 750 billion rubles.

"There can be no assessment of the cost of destroyed property at this time. We have not fully liberated our territories, nor do we fully understand what condition the settlements currently under Nazi control will be in when they return to us," Alexander Khinshtein said during the session.

The acting governor also instructed other officials to refrain from making public comments about the damages sustained in the border districts of Kursk Oblast.

On December 16, just a week and a half into his tenure, Alexander Khinshtein prohibited Kursk Oblast officials from disclosing the number of drones downed in the region. This followed a report from his deputy, Mikhail Gorbunov, who stated that 157 drones had been shot down in a single week.
